The Biodiversity Management Bureau (BMB) is a specialized agency under the Department of Environment and Natural Resources (DENR) in the Philippines, responsible for conserving, protecting, and sustainably managing the country's biodiversity and natural resources. Its mandate includes overseeing the establishment and management of protected areas, implementing policies for biodiversity conservation, and regulating wildlife trade and protection under RA 9147 (Wildlife Resources Conservation and Protection Act). It also leads initiatives such as the Coastal and Marine Ecosystems Management Program (CMEMP) under DAO 2016-26, which focuses on marine biodiversity protection, coral reef rehabilitation, and mangrove reforestation, while engaging local communities in sustainable resource management.
The BMB also formulates policies and conducts research to support biodiversity conservation while ensuring the country's compliance with international agreements such as the Convention on Biological Diversity (CBD), CITES (Convention on International Trade in Endangered Species), and the Ramsar Convention. Through major programs like the National Integrated Protected Areas System (NIPAS) Program, National Biodiversity Strategy and Action Plan (NBSAP), and Biodiversity-Friendly Enterprises (BDFE) Program, the bureau promotes sustainable management of terrestrial and marine ecosystems, enhances biodiversity-friendly livelihoods, and strengthens conservation efforts in partnership with local communities and stakeholders.

The Wildlife Conservation Society (WCS) Philippines is part of a global organization committed to conserving wildlife and wild places through science, conservation action, education, and inspiring people to value nature. Since launching in 2022, the Philippines program has focused on the Sulu-Sulawesi Seascape as its primary impact area, applying an integrated ridge-to-reef approach to strengthen marine protected areas (MPAs) and fisheries management. To support these efforts, WCS has established a pilot site in the Province of Siquijor, where it is Implementing conservation initiatives in collaboration with local stakeholders. WCS reactivated local governance systems to resume core conservation activities, including fish enumeration, biophysical assessments, coastal law enforcement training, and local policy support. Current priorities also address sustainable livelihoods, conservation finance, and land-based threats such as pollution, tourism, and watershed management challenges. The program's key focus areas include the protection of sharks and rays, coral reef ecosystems, and the localization of the Kunming-Montreal Global Biodiversity Framework (KM-GBF), all contributing to the global 30x30 conservation target.

The Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) is one of the sectoral planning councils under the Department of Science and Technology (DOST). It was formed through the consolidation of the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD) and the Philippine Council for Aquatic and Marine Research and Development (PCAMRD) on June 22, 2011 pursuant to Executive Order No. 366.
Originally established on November 10, 1972 as the Philippine Council for Agricultural Research (PCAR), it became the Philippine Council for Agriculture and Resources Research (PCARR) to include mines research in 1975. Affirming the role of science and technology (S&T) in development, PCARR changed its name to Philippine Council for Agriculture and Resources Research and Development (PCARRD) in 1982. The Council was tasked to provide a unified and focused direction for the country’s agricultural research. It then became an apex organization that supports and manages the national network of government and higher education institutions involved in crops, livestock, forestry, fisheries, soil and water, mineral resources, and socio-economic research and development (R&D). In 1987, the Council was renamed the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development but retained the acronym PCARRD. On January 30 of the same year, the Philippine Council for Aquatic and Marine Research and Development (PCAMRD) was created from the Fisheries Research Division of PCARRD with functions focused on aquatic and marine sectors.
